Mongolia is introducing a unique QR code for every apartment to prevent fraudulent property sales, improve transparency, and help homebuyers verify a property’s registration and permits before making a purchase.
🏠 The scale of the problem
Between 2024-2026, apartment reservation fraud affected thousands of buyers, with reported losses reaching more than ₮200 billion. Fraudsters have allegedly sold the same apartment to multiple buyers using duplicate contracts, while limited access to reliable construction information has made it difficult for consumers to verify their purchases.
📱 How will the QR system work?
Under the new system, each apartment will receive a unique QR code linked to a centralized digital record. The record will track the property from the construction permit stage through completion and subsequent registration. Local authorities must submit construction permits, preliminary addresses, floor plans, and apartment numbers to the General Authority for State Registration within three working days of issuing a construction permit. The information must also be updated when changes occur.
⚖️ What happens next?
The government approved the initiative on October 14, 2026, and a related amendment to the Law on State Registration of Property Rights was submitted to Parliament on October 21. Authorities have set deadlines in November to register permitted buildings and bring the digital system online, including information on buildings that began construction without permits.
